David Marchick, Dean of the Kogod School of Business at American University, served as chief operating officer of the United States International Development Finance Corporation (DFC) during the first year of the Biden Administration. In this role, he managed agency policies, oversees business operations, and coordinates strategy and priorities for DFC.
Prior to joining DFC, Marchick served as Director of the non-profit, non-partisan Center for Presidential Transition where he worked with the Biden Transition Team, senior officials in the White House and engaged with more than 100 federal agencies on transition planning efforts. He also served as an adjunct professor at the Tuck School of Business at Dartmouth.
Marchick spent 12 years at the Carlyle Group as Managing Director and as a Member of Carlyle’s Management Committee. In these roles, Marchick led Carlyle’s regulatory and government affairs, communications and branding, events, research and sustainability functions, and had broad responsibility for engaging with Carlyle’s investors. He launched Carlyle’s sustainability initiatives and helped drive both the firm’s and the industry’s diversity efforts. Marchick was part of the core team to take Carlyle public and helped manage Carlyle’s public reporting and quarterly earnings reports.
Prior to Carlyle, Marchick was a partner at and Vice Chair of the International Practice at Covington, where his practice focused on international trade, CFIUS, transportation, and legislative matters. Marchick also held several positions within the Clinton Administration including Deputy Assistant Secretary of State for Transportation Affairs, Deputy Assistant Secretary for Trade Policy at the State Department, and Principal Deputy Assistant Secretary of Commerce for Trade Development. He also served in the White House, where he worked on NAFTA and the WTO Agreements, and at the Office of the U.S. Trade Representative.
He serves on the Board of Trustees for the Holocaust Memorial Museum, appointed by President Obama and reappointed by President Trump.
He holds a law degree from the George Washington University, a Masters in Public Affairs from the LBJ School of Public Affairs at the University of Texas at Austin, and a B.A. from the University of California at San Diego.
